Will Graham is generally quiet, but he's a hard worker. He's going to try to increase the scope of what the offices have been offering (mostly therapy) and also do some community outreach. He's bad at that, and he knows he is, but he'll make the effort.

So outreach for him will come mostly with signs informing people about the Barge (posted in high-traffic areas) and occasional offered classes about the basics of the Barge and also some psychiatric topics: coping with the loss of a Breach relationship, how to repair an awkward relationship that happened during a Flood, that sort of thing. These classes will probably not happen nearly as often as he'd like them to.

Will knows that Counseling has become known as 'the place to go if you don't want to work' among inmates. He's fine with that, for now.
