The "things will come in staggered" / "supplies are limited" mechanic is really just meant to maintain a mood of Admiral requests not being effortless and to give us an IC reason to limit things that would be truly game- or plot-breaking, but in practice, this is a small character-specific request that you guys can have work in whatever way works best for you.]
