Hello! Characters are apped as either wardens or inmates from the get-go (there's even a separate app form for each), so it's 100% a player decision, rather than something chosen by the mods after approval. We do expect the IC justification to make sense and for players to be able to convincingly sell whichever option they've picked for their character, and we'll ask for revisions if we feel that that justification isn't there, but there are plenty of characters out there where a case could theoretically be made for either role. I can't give a definitive yes or no without reading an app, of course, but it sounds like your character here could easily be one of those; we've had plenty of wardens who sound similar to what you've outlined here, and if you'd be interested in apping him as a warden, nothing you've said about him so far jumps out to me as an immediate disqualifier!
