It's basically a dimension that is shaped and influenced by thought and belief. A cat can turn into a bus because that's a widespread and popular concept. (Thanks, expy of My Neighbor Totoro.) He uses fake model weapons that work like real ones because they look real and so the enemies believe they'll be hurt by them. Action movie tropes are real. Sometimes places are bigger on the inside.
One area is heavily under the unconscious control of someone who thinks of people as ATMs, so that's what all the 'people' in that area look like.
And Akira can use fragments of his own psyche and the collective unconscious to make things explode, heal, or other effects! All of Persona is the same universe, so there are precedents for people being able to use them outside the Metaverse, but Akira doesn't know that and wouldn't know how to start trying even if he did.
The Barge's whole thing with the cabins and some other stuff is just weird enough in similar ways that I wasn't sure and wanted to ask, tbh. Since I don't know how that functions behind the scenes.
