INMATE BILL OF RIGHTS

In the church, on a nondescript plinth by the entrance, there's a thin binder titled "Inmate Bill of Rights: written and peer reviewed by inmates who wish to remain anonymous, sponsored by Arthur Lester". The first spread is the titular bill of rights; the next is the warden declaration and signatures; the next, the list of volunteer warden arbitrators; the final spread is the inmate declaration and signatures.

Wardens can only sign their declarations in the warden lounge; likewise, inmates can only sign their declaration in the speakeasy. These declarations have been enchanted (by Florian Leickenbloom [personal profile] a_titanum) so that no-one may add, remove or tamper with another character's signature. The original copy of the bill of rights resides in the warden conference room; this bill can be removed from the binder, to allow for amendments and updates. This copy of the binder is magically tamper-proof, and updates in real time whenever a signature is added or removed from a declaration.
