Mostly because he doesn't really care what they do. And he's still not used to this warden nonsense. So he won't be getting onto others for not showing up or showing up just to slack off. Unless you do it directly in front of him and then it will be a grumble-y complaint just loud enough to be heard from afar but with no consequences or any real bite.
That said, he has been known to be pretty protective over the books (and other media) in general. So if you're being rough with the library's inventory he will be one hundred percent more likely to get on your case about it! This includes non-workers spotted being awful to media--he will more than likely say something and if you're really tearing something up he might just confiscate it and take it away to protect it. In other words, he cares more about the library than he does the people on this ship so please be nice to it.
Besides doing his job "supervising" and shelving books as needed, he also dusts all areas of the library and shelves other media if/when it's not getting done fast enough and he's already done all the books for the time being. Catching him dusting is hard (but not entirely impossible) as he will stop if anyone approaches and do something else until the coast is clear again. (He does not use a feather duster! That would be too hard to hide.) He spends a lot of time in the library even when not on shift for work so a person can also spot him perusing the shelves looking for books or music records to check out for his own use as well. He can be spotted in just about any section when looking for new material.
