Ah, okay; that would be handled on a case by case basis! It wouldn't be explicitly blocked across the board the way it is on the Barge, but whether or not it would work would indeed depend on a variety of situational factors (what/who is being summoned, is the thing being summoned native to the world they're on, and if not, is the summoner canonically capable of summoning across worlds/universes, etc).
