1. Yes indeed - the Admiral isn't removing anything via psychic surgery, he's just putting on blockers.
2. Any life-sustaining aspect of a character's powers will be left intact (or alternately, the reliance on those powers to sustain life will be removed, whichever makes the most sense for a given situation) - the Barge, when working normally, does try very hard not to kill its passengers! A borderline case would be more akin to a character whose powers make their life less actively unpleasant in some way (ex. we've had characters whose powers help regulate extreme sensory overload - being without them sucks a lot, but they can survive the ordeal).
