Yes! A character could request a non-speaking non-playable AI from the Admiral. The Admiral would be willing to provide anything up to about the level of 'smart roomba/dumb dog.'

Characters may also code whatever AI they are capable of, but will be limited to using the technology that is available on the barge- which conveniently will not support AI complex enough to amount to an actual playable character.
