Food questionsssss

Lately I've run into some conflicting information IC and realized that people are on pretty different pages OOC about the food situation, so I figured I'd come and ask some questions to clarify.

1. Is the barge magically restocked with food every month? Some players seemed to be under the impression that the wardens put in requests every month for themselves and that the food inventory wardens get the Admiral to restock the food stores every month the same way. This question from 2019 is the only documentation I could find, though, and it's talking about wardens' personal kitchens and specifies that there are no restocks on perishables without port visits. Is this still true? Does the main kitchen restock perishables?

2. The same question above mentions the kitchen staff leaves out snacks but that's at their discretion. Some players say they were under the impression that if no one on kitchen staff cooked, the barge would still provide basic meals. Is this true? If no one cooked, would the barge itself just magically leave out some bland/generic foods?

3. Quentin, Misty and Arthur had a thread last fall where Quentin talked about food instability and how previously there had been starvation threats. Quentin corrected them that things are NOT magically restocked and that the barge relies on ports and produce gardening. Arthur posted about it after. While obviously it's handy for everyone to stock up regardless, is there actually an IC risk of starving?

(Sorry that this is normally something that would be hand waved by most people, but Tess has food security/starvation risks built into her story and I've run into a few snags IC with conflicting information.)

And as a mildly related question:

1. Recently Holden was granted a commissary by the Admiral. (Rad!) Are toiletries as mentioned here still available to inmates in the inmate bathrooms in addition to what's in the commissary, or have they been replaced with the commissary?
