This is indeed still true when it comes to wardens' personal kitchens; they may pick up fresh supplies for themselves in port or request restocks from the Admiral, but nothing will be replenished automatically if they don't do these things. It's also technically true of the main kitchen as well: food inventory staff do the restocking themselves, either by picking up supplies in ports, making requests to the Admiral, or (most likely) a combination of the two.
However, food services is a historically busy job, and there are always a lot of characters involved in the kitchen in some way, including those whose jobs are specifically tailored towards monitoring the food situation. There are also numerous characters who have previously worked in the kitchens and/or are on good terms with kitchen wardens, who are ready to step in for shifts here and there despite not being on the official rosters. It would be possible for the ship to run out of food, but only if everyone working in the kitchens severely neglected their duties, which is unlikely to happen. The same goes for what would happen if the kitchen staff didn't cook: food wouldn't magically appear if the entire kitchen staff decided to take a day off all at once, but there are enough motivated characters available to help in the kitchen that unless the specific players involved decide otherwise, it can generally be assumed that they cover for each other when someone is injured/coma'd/death-tolling/otherwise out of commission, or when a supervisor position is temporarily unfilled.
In the past, there have been times when the supply chains onboard (in the kitchens as well as in other vital areas, such as the infirmary) were disrupted, during plots where the Admiral was depowered/busy repairing other damage/otherwise out of commission and was not granting restock requests. This could conceivably happen again as part of a future plot, but it's not a risk when the Barge is operating normally. Quentin's representation of the situation as "way more precarious than [it seems] at first glance" was a bit of IC exaggeration born of 1) living through a few of those aforementioned plots, 2) being overcautious, 3) not working in the kitchen himself and not being fully aware that the Admiral will grant restock requests for things that the inventory staff can't pick up in port.
Lastly, yes, basic toiletries etc. are still available in the inmate bathrooms just as they were before the birth of Holden's commissary. The commissary is basically a source of more variety and more things that would fall under the heading of "miscellaneous sundries" - less 'strictly necessities' yellow bar soap and more 'oh good, a comb and a weirdly bright purple moisturizer'.
Lastly Part 2, Electric Boogaloo, no need to be sorry! It's a valid thing for Tess to worry about, as well as a valid thing to make sure everyone is on the same page on OOCly.
