He might not feel he can rehabilitate someone all on his own, but he can give them the opportunity to do it themselves. He believes in offering goals to focus on, and support on how to get there. He would be a good fit for an inmate who needs a warden who will keep track of them, and who will talk things through in terms of practicality.
Mikodez would not be a good warden for someone who needs a warden that will show a lot of emotions or who wouldn't manipulate them. Mikodez rarely shows any emotion other than amusement unless he thinks he can use it to his advantage, and social manipulation is simply how he interacts with the world.
